American Recovery and Reinvestment Act of 2009
The American Recovery and Reinvestment Act of 2009 was signed into law on February 27, 2009. The
American Recovery and Reinvestment Act is an unprecedented effort to jumpstart our economy, create
or save millions of jobs, and put a down payment on addressing long-neglected challenges so our
country can thrive in the 21st century. Per President Obama's memorandum in the Federal Register on
March 25, 2009, the ARRA is "designed to stimulate the economy through measures that, among other
things, modernize the Nation's infrastructure, jump start American energy independence, expand high
quality education opportunities, preserve and improve access to affordable health care, provide middle-
class tax relief, and protect those in greatest need".
All activities of ARRA must display an "unprecedented level of transparency and accountability so
Americans know where their tax dollars are going and how they're being spent".
