ECHR PHILOSOPHY

Purpose The Energy Conservation Home Repair (ECHR) ProgramÍs primary purpose is to help residents save fuel, money, increase the comfort of their home, and provide repairs to the home. Goal The goal of the ECHR Program is to provide necessary energy conservation measures using the Home Weatherization Assistance Program and perform repair measures on the structure such as: Roofing Wiring Structural Repairs Program Design C.E.F.S. Economic Opportunity Corporation Housing serves as the sponsor and developer who initiateÍs a five-year no interest, no payment, forgivable loan (Recapture Agreement) to eligible single-family homeowner-occupied clients.æ Each grant cycle a new target area is defined, and only residents within the target area are eligible to apply for assistance.
