To help in this quest, C.E.F.S. has
adopted the Family and Community Development
(FCD) initiative established by the
Illinois Community Action Association as our approach.
We focus intensive resources on cultivating self-reliance in those we serve under the HUD
Supportive Housing Program.
FCD provides coordinated, progressive results -- clearly measuring
success
for the client, the caseworker, the agency and the community.
Combatting the causes of homelessness and poverty is central to our purpose. As a
Community Action Agency, we are in a position to seek, find and assist the homeless
in their quest for safe, affordable housing. The emphasis under this funding
(provided by
HUD -- the United States Department of Housing and Urban Development) is to "enable local communities to shape a comprehensive, flexible, coordinated system for
homeless assistance," by providing a continuum of care. This is predicated on the
understanding that homelessness is not caused merely by a lack of shelter but involves
a variety of underlying, unmet needs -- physical, economic and social. By providing
intensive case management services with an emphasis on family development, we
afford homeless individuals and families opportunities for stability, growth, development
and ultimate self-sufficiency.
We're proud of the work being done by our two full-time Supportive Housing FCD Specialists.
As part
of our overall effort to provide opportunities to disadvantaged individuals and families, the
Supportive Housing Program offers additional resources to help homeless individuals and
families to become more self-sufficient.
