of 1998 provides activities that increase employment, retention, earnings, and skills in the American workforce. C.E.F.S. is part of the fourteen-county Illinois Local Workforce Area #23 which receives its funding from the U.S. Department of Labor through the Illinois Department of Commerce and Economic Opportunity. The program is governed locally by fourteen County Board Chairs and the Crossroads Workforce Investment Board.

As a part of the overall effort to develop our local workforce, the Workforce Investment Act Youth Program Seeks to assist youth in their quest to become productive citizens.
